The position is located in the Office of the General Counsel (OGC), U.S. International Trade Commission.  The incumbent of this position serves as the top-ranking legal officer and is responsible for providing legal advice and guidance to the USITC and its staff.

DUTIES:  The incumbent of this position will be expected to direct and provide a full range of legal advice and services concerning international trade and administrative law matters for the Commission.  Provide written and oral advice to Commission senior leadership on all legal issues. Review Commission actions for compliance with related statutes, Executive Orders, and regulations.  Ensure that actions are consistent with Commission policies and procedures.  Represent the Commission in Federal Court proceedings, including preparing and filing written submissions and making oral presentations.  Act as the Commission's chief legal representative in briefings and negotiations with other Federal agencies in regard to international trade affairs. Ensure that legal issues are considered in Commission planning and policy development through participation on appropriate panels and committees.
  
QUALIFICATIONS:  To qualify for this position, candidates must demonstrate senior level leadership (supervisory/managerial) experience that clearly supports/exhibits that the candidate possesses the professional and technical qualifications, as well as program knowledge, skills, and abilities outlined under the Executive Core Qualifications (ECQ) and the mandatory technical qualifications listed in this vacancy announcement.  Experience is typically in or related to the work of the position to be filled.
 
MANDATORY QUALIFICATIONS:  Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must provide  a supplemental statement to your Resume covering each of the five Executive Core Qualifications questions (ECQs) listed below.  The response to the five ECQ's must NOT exceed 10 pages.

You will be evaluated on the following Executive Core Qualifications:
A.  EXECUTIVE CORE QUALIFICATIONS (ECQ) - The ECQs were designed to assess executive experience and potential not technical expertise.  They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
 
ECQ 1 - Leading Change:  This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.  Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
 
ECQ 2 - Leading People:  This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
 
ECQ 3 - Results Driven:  This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that produce high-qualify results by applying technical knowledge, analyzing problems, and calculating risks.
 
ECQ 4 - Business Acumen:  This core qualification involves the ability to manage human, financial, and information resources strategically.
 
ECQ 5 - Building Coalitions:  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B.  In addition to the Executive Core Qualifications listed above, ALL candidates must possess at the senior level in the following job-specific Professional/Technical Qualifications (PTQs).  The PTQs measure technical expertise required by this position.  You must submit a narrative statement individually responding to each of the PTQs listed below.  NOTE:  It is recommended that you restrict your response to no more than two pages per PTQ.
 
PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQS) (MANDATORY): 
1.  Diversified legal experience dealing with highly complex issues, particularly in international trade, including legal analysis, litigation, and providing legal counsel and advice, preferably in a federal agency.  Ability to interpret and apply statutes, administrative regulations, and other relevant authority and to advise management on legal implications of proposed actions.  Demonstrated superior writing and oral communication skills with clear and concise analysis.
 
2.  Experience in managing legal and administrative matters in an agency, law firm, or other organization. Ability, and preferably experience, with respect to managing legal professionals, including developing skills of the workforce and addressing performance shortfalls, directing work among subordinate groups and individuals, resolving conflicts and morale or organizational climate issues, and efficient use of available human and other resources.
 
3.  Knowledge of federal agency administrative requirements, such as regulatory requirements on labor relation issues, performance management, internal process documentation, internal controls, budget, finance, and procurement.
 
4.  Demonstrated ability to work with a variety of organizations, both internal and external, to communicate and achieve goals. Ability to work with legal, policy, and other professionals to evaluate and develop agency objectives, authorities, and programs. Demonstrated ability to establish and maintain positive working relationships.
 
EDUCATION:  You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
 
HOW YOU WILL BE EVALUATED:
An SES rating panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education.  Applicants determined to be highly qualified may undergo a structured interview and a reference check. 
 
If selected, you must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive, SES reinstatement eligible, or have successfully participated in an OPM approved SES Candidate Development Program.  You must receive certification before you can be appointed to the position.

C.  If you are a graduate of an approved Senior Executive Service Candidate Development Program (SESCDP), submit a copy of your OPM certification verifying successful completion of the program.  This form is needed to determine eligibility for non-competitive consideration.
 
D.  If you currently serve or previously served on a Career SES Appointment, submit a copy of your most recent SF-50, Notification of Personnel Action.  This form is needed to verify your SES status and determine eligibility for non-competitive consideration.
 
E.  You must provide a supervisory appraisal of performance that is within 15 months of the closing date of the announcement.  This is required of candidates who are current Federal employees and all others who could reasonably be expected to receive such an appraisal on a periodic basis.
