2023 Spring Meeting
April 27, 2023 2:00-6:00 pm at the U.S. Court of International Trade in New York, NY. The program includes a presentation from the Court’s Historical Society, “The Pioneering Women Judges of the U.S. Customs Court,” and a panel moderated by Judge Reif discussing the Outlook for the United States in International Trade Dispute Resolution. The presentation of the Barbara S. Williams Lifetime Achievement Award and Annual Meeting will take place starting at 4:15 pm, followed by a cocktail reception.

News from CITBA Committees:

The CITBA International Trade Committee held WinterFest on March 15, 2023. A large and lively crowd enjoyed this new take on CITBA’s annual winter event! CITBA members engaged with Professor Marc Busch on the hot topic of the future of the WTO, learned from panelists Matt Nicely, Tom Beline, and Marc Bernstein (moderated by William Reinsch) as they discussed and debated evasion and circumvention law and policy, and celebrated Kathleen Cannon as a Barbara S. Williams Lifetime Achievement Award recipient. A reception following the evening’s program was enjoyed by all. CITBA thanks King and Spalding LLP for hosting the event in the firm’s beautiful Monument Room.


Notable Announcements:

Dominick L. DiCarlo Lecture at the Center for International Law of the University of Illinois Chicago School of Law - April 18, 2023
CITBA members are invited to participate in the 21st Annual Dominick L. DiCarlo – Court of International Trade Lecture, entitled “The Changing World of International Trade Litigation.”

This free virtual event will take place April 18, 2023 at 2:00 PM Eastern Time/1:00 PM Central Time and is a program of the Center for International Law of the University of Illinois Chicago School of Law.

The program will include a keynote address by the Honorable Leo M. Gordon and two CLE panels. The first panel will provide an opportunity to earn 1 hour of ethics credit based on scenarios familiar to customs and trade practitioners. The second panel will feature a discussion moderated by David Forgue with Elizabeth Drake and Matt Nicely on the compliance and enforcement impacts of an AD/CVD order.

Vance Memorial Writing Competition Seeks Student Submissions by June 12, 2023
The twenty-fourth annual Andrew P. Vance Memorial Writing Competition for law students open for submissions.  CITBA sponsors the annual writing award to honor the memory of past CITBA president Andrew P. Vance, a distinguished public servant and practitioner who maintained and improved the standards of practice of customs and international trade law during his 40 years of practice.  The competition is open to any law student enrolled in a U.S. law school during the 2022-23 school year.  Submissions should provide an in-depth analysis of a current issue relevant to customs or international trade law, and must be made by June 12, 2023.  For additional details on the competition please see the CITBA website here.  First prize is $1,000.  The runner up receives $500.

The 2022 winner was Devin Epp for her paper, “‘Made in China’ . . . Is a Warning Label:  Is America Doing Enough?”  The runner up was Isaac Marks for his paper, “Did Ben and Jerry’s Violate United States Antiboycott Laws in Choosing Not to Renew Their Licensing Contract with Their Israeli Lessee?”

CITBA members enjoyed a discussion with Gide Loyrette Nouel A.A.R.P.I. on recent developments in the EU’s approach to trade remedies, sanctions, export controls, and more.  CITBA thanks Cassidy Levy Kent (USA) LLP for hosting this gathering and the accompanying wine and cheese reception.
